Background information

Seeking to build a good society is always a deep and genuine desire of human beings. In human history, the struggle for freedom, equality, justice, and democracy still has been taking place in almost all countries. Although the terms ‘freedom’, ‘equality’, ‘justice’, and ‘democracy’ are historical, and the realization of them is different from each country due to differences in historical circumstance, economic context, political system, cultural tradition and national mentality, they still share universal dimensions and standards accepted by numerous countries and international organizations, first of which are the freedom, equality, justice, and democracy in rights, opportunity, and living conditions.

During his lifetime, President Ho Chi Minh (1890-1969) has always cared about the ways to make Vietnam a powerful country that can “be abreast with other strong nations on the continents”. He perfectly well knew the importance of the realization of freedom, equality, justice, and social democracy in socialism, hence in all circumstances, he always consistently regarded freedom, equality, justice, and democracy as the aim and the driving force of the construction of socialism. Rosa Luxemburg (1871-1919), a Polish-German Marxist and the main representative of the left-wing group in the German Social Democratic Party, shared the same concerns for democratic problems, especially the socialist democracy, in her discussion of revolutions and dictatorship or the proletariat. Rosa Luxemburg has different view from Russian Marxists on democracy and proletarian dictatorship. She is loyal to Marxism: aside from protecting Marxist theories against revisionists' or opportunists’ thoughts, Rosa Luxemburg tries her utmost to expand some issues of Marxism, one of which is the socialist democracy.

The socialist-oriented market economy that Vietnam is constructing and developing is a multi-sectoral commodity economy that operates in accordance with the market mechanism under the management of the State and the leadership of the Communist Party of Vietnam. It is to say it works in accordance with rules of the market economy, at the same time being led and controlled by principles and essence of the socialism in which the main goal is the close connection between the economic development and the guarantee of freedom, progress, justice, and social democracy. In the economic–social development policy, the Communist Party of Vietnam always affirms the goal of connecting economic development to the guarantee of progress and social justice, stating that it must be realized in each step of the development. For more than 30 years in Vietnam, along with the remarkable development of the economy, problems of freedom, equality, justice, and social democracy have become hot topics. Besides impressive achievements in poverty-alleviation, the attainment of Millennium Development Goals, and progress in education, health care, and social welfare, etc., some pressing social issues become difficult and complicated. They show that challenges are remaining in the fields of freedom, equality, justice, and social democracy. The demand for the construction of a good society becomes more urgent than ever before. Therefore, the organization of the Conference on the construction of a good society is not only helpful in understanding more clearly and comprehensively the theoretical and practical issues related to freedom, equality, justice, and social democracy in the context of market economy in general and  the Vietnamese socialist-oriented market economy in particular, but also - by exchanging thoughts and experiences between researchers from different countries - contributes to the search for resolutions in forming solid bases for the construction of a better society in all countries in general and in Vietnam in particular.

In the past, the cooperation between the Institute of Philosophy, Vietnam Academy of Social Sciences, and Rosa-Luxemburg-Stiftung Southeast Asia, Hanoi Office has been very effective. The topic of the two-unit cooperation conference in the last three years is related to democracy, distributive justice, and social justice. If the first conference in 2017 (held in Buon Me Thuot City) referred the issue of distributive justice; The second conference in 2018 (held in Vinh Phuc province) discussed the relationship between social justice and democracy; And the third conference in 2019 contributed to clarifying the practical issues of implementing social justice in the context of the market economy through international and Vietnamese experiences.

In 2021, on the occasion of the 131st anniversary of President Ho Chi Minh's birth and the 150th anniversary of Rosa Luxemburg's birth, the Institute of Philosophy, Vietnam Academy of Social Sciences in collaboration with Rosa-Luxemburg-Stiftung Southeast Asia, Hanoi Office organized the international conference on the theme “Ho Chi Minh and Rosa Luxemburg’s thoughts on building a good society”.

This international conference is the first part of the 2021-2023 cooperation plan between the Institute of Philosophy, VASS and Rosa-Luxemburg-Stiftung Southeast Asia, Hanoi Office. The conference will be a good venue for well-known Vietnamese and international researchers, experts, and lecturers to discuss and exchange their views and perspectives on the topics related to Ho Chi Minh and Rosa Luxemburg's thoughts on building a good society and its current relevance. A more in-depth discussion and analysis on the issues of freedom, equality, democracy, and good society model as well as sharing of international and Vietnamese experiences related to this topic will contribute to finding and proposing solutions to better building a good society in the future.

Content of the conference

The conference will have 3 main contents:

1)   Ho Chi Minh's thoughts on building a good society

2)   Rosa Luxemburg's thoughts on building a good society

3)   Current relevance of Ho Chi Minh and Rosa Luxemburg's thoughts on building a good society

Participants of the Conference will focus on the following issues:

- What is a good society? initial visualizations;

- The criteria and characteristics of a good society;

- Good society as a socialist society;

- Determinng factors of the construction of a good society;

- Methods and ways to build a good society;

- The subjects/actors of building a good society and the characteristics of those subjects/actors;

- Comparison with other theories when discussing the issue of building a good society;

- Values, limitations, and contemporary significance of these thoughts in the current world context.

Organization form

About 50 Vietnamese scholars to attend directly and 5-6 foreign experts to attend online via Zoom or Webinar

Language: The conference will be held in Vietnamese and English with simultaneous translation.

IoP-VASS is responsible to review and appraise the quality of the full papers submitted by the invited scholars/experts and classify the contents for thematic discussion.

All papers submitted to the Conference (presentation and non-presentation) will be edited into a book form by the IoP-VASS and expected to be published by the end of 2022 (both in Vietnamese and English). These books can be used by researchers and lecturers for their future research and teaching materials
