Announcement for INTERNATIONAL CONFERENCE: IMPLEMENTATION OF SOCIAL JUSTICE IN THE CONTEXT OF MARKET ECONOMY: INTERNATIONAL AND VIETNAMESE EXPERIENCES

BACKGROUND INFORMATION

Social justice is a natural and righteous aspiration of human. In the history of mankind, the struggle for justice has been and will continue to take place in most countries. Since social justice is a historical concept, the understanding and implementation of social justice in each country is not the same because of being conditioned by specific historical circumstances, level of political and economic development, cultural traditions, national psychology of each country, etc, but social justice has universal dimensions and certain standards which are recognized by many countries, international organizations, first of all in terms of equality of rights, opportunities and conditions of life.
In essence, a complete and effective market economy should be composed of five basic elements that constitute the general institutional framework: Firstly, market economy; Secondly, the corresponding system of markets and institutions; Thirdly, the price system is decided by the market; Fourthly, the free competition mechanism; Fifth, the role of the state. Depending on the specific development conditions, the roles, positions and functions of each of these elements are not exactly the same. This, in turn, has shaped the characteristics of market economy models and market economies in particular countries.
The characteristics of the socialist-oriented market economy that Vietnam is building and developing is a multi-sectoral commodity economy operating under the market economy mechanism with the control of the State and the leadership of the Communist Party. It has allowed the rules of the market economy and has been guided by the principles and the nature of socialism in which economic growth associated with ensuring social progress and justice is the main goal. In the policy of socio-economic development, the Communist Party of Vietnam always affirms its objectives: Economic growth is closely linked with ensuring social progress and justice, which must be implemented in every step of development. Social justice in this context has its own characteristics.
For more than 30 years in Vietnam, along with strong economic growth, social justice has become a hot topic. Apart from achievements in poverty reduction, early implementation of the MDGs, advances in education, health and social security, etc., many social problems become complicated and prolonged, that represents the challenge of social justice. The demand for social justice between regions, between urban and rural areas, between delta and mountainous areas, between genders, generations, occupations, ethnic groups, etc, becomes more important than ever and directly affects social stability and security.
Thus, organizing conference on the topic Implementation of social justice in context of market economy: international and Vietnamese experiences not only helps to better understand and deepen the issues of social justice in the context of the market economy in general, the socialist-oriented market economy in Viet Nam in particular, but also  facilitates the exchange of experiences among countries and contributes to finding solutions to better implement the social justice in reality for all people in countries in general and Vietnam in particular.
The purpose and content of this conference is in line with the overall objectives of RLS, Representative Office in Vietnam 2018-2020 (which strives to ensure social, ecological and political rights for all as well as overcoming unequal power structures by promoting participatory decision-making processes, a fair distribution of wealth and resources and a healthy environment. It is closely aligned with programme component A - Social Justice). During the past, cooperation between the Institute of Philosophy, Vietnam Academy of Social Sciences and Rosa-Luxemburg-Stiftung, Representative Office in Vietnam has been very effective. The topic of the two-unit cooperation conference in the last two years is related to distributive justice and social justice. If the first conference in 2017 (held in Buon Me Thuot City) referred the issue of distributive justice, the second conference in 2018 (held in Vinh Phuc province) discusses the relationship between social justice and democracy, then the third conference in 2019 will continue to contribute to clarifying the practical issues of implementing social justice in the context of the market economy through international and Vietnamese experiences. Quality scientific papers of the conferences will be published and printed in prestigious scientific journals and publications of Vietnam. This is clear evidence for the sustainable cooperation of the two organizational units.
CONTENT OF THE CONFERENCE
The contents of the conference may include:
-  Different interpretations of justice in the market economy and justice in the socialist-oriented market economy.
-  The issue of implementing social justice for all economic sectors and implementing distributive justice between economic sectors.
-  The role of the State in ensuring social justice in the market economy
-  Assessing the actual situation of achievements, difficulties, causes and issues in the implementation of social justice over 30 years of renovation.
-  International experience in implementing social justice in the market economy conditions and suggestions for Vietnam. 
ORGANIZATION
Scholars who participate will send their research papers to the Organizing Committee for appraisal and translation.
After the conference, all the research papers will be edited to be printed on Philosophy Magazine (Vietnamese and English) as well as other scientific magazines that belong to the Vietnam Academy of Social Sciences (Vietnam Social Sciences Review, Economics Review, etc..).
