I.BACKGROUND INFORMATIONVietnam's development orientation is to reach the goal of “rich people, strong country, democractic, just and civilized society”. The Government of Vietnam believes firmly that social justice is the driving force and goal of economic growth and development and there will be the barrier for economic growth in a society without social justice, firstly in terms of opportunities and distribution of social products. Therefore, the solution for economic growth and development must concern with social justice - the basic drive of social development.
Thus, social justice is always considered by the Communist Party and the State of Vietnam as both an objective and a driving force for socio-economic development in particular and social progress in general. Apart from the strong and positive impact in the field of economics, social justice also plays the role in regulating the relationship between people in the fields of politics, society, ethics,... In its development, social justice is always opposed to social injustice and oriented towards better solutions for meeting basic needs of people, as well as ensuring better conditions for the comprehensive development of man. Thus, social justice is the factor that stimulates and motivates people to contribute to the development of society in the most voluntary way. The effect of social justice is social stability and improving the quality of people’s life. In order to implement social justice in accordance with targets, objects and effectiveness as well as to answers the needs of the real life, there must be some conditions to be met, among which democracy is regarded as one of the prerequisites for implementing social justice. Socialist democracy is the goal of the Doi Moi (Vietnam’s economic reforms) and it is also the goal and the essence of socialism. Bringing benefits to the people, exercising the power of the people and making people do their mastery by direct democracy and representative democracy is the goal of democracy and national development.
By applying and developing the theory of Marxism-Leninism and Ho Chi Minh’s thought on the exercise of democracy, during the process of leading the Vietnamese revolution, especially since the implementation of the Vietnam’s comprehensive Renovation (since 1986), the Communist Party of Vietnam always affirms the importance and necessity of practicing of democracy. At the same time, the Party has applied many synchoronous measures to implement democracy more fully and broadly in the reality of life in order to strongly promote the activeness, creativity and mobilize all resources of people to participate in the cause of building and developing the country in the direction of socialism. The aim of implementing democracy is to serve social progress reflected in equality and social justice. A progressive society can not survive inequality and social injustice, so there can be no discrimination between members of society. This is a manifestation of anti-democratic phenomena which harms the mastership of the people and their legitimate interests. Therefore, when planning and implementing social policies, leaders and managers need to ensure that all members of society enjoy equally and equitably all their legitimate rights which commensurate with their dedication to society.
However, the development practice in Vietnam shows that the goal of social justice and democracy is not achieved as we desired. The living of a part of the population, especially in upland and remote areas, still faces many difficulties; the growth has not gone hand in hand with reducing inequality in income and the gap between rich and poor between population classes, between urban and rural, lowland and mountainous areas, especially ethnic minorities. Many people get rich quickly, in which some people become rich by legitimate business, others get rich quickly by taking advantage of the unreasonable points in State policies. When social policy is not properly implemented, there will be inequality or inequity in social relations: people are treated unfairly about resources, opportunities and capabilities. Therefore, in the current process of reform and development in Vietnam, it is necessary to build up a positive and proper system of social polices while encouraging the entire society to join the implementation. The overarching goal of all social policies is to give people a good life not just for a minority or a corporation, but for all people in society. This policy must develop the society in a sustainable manner in accordance with the specific historical and cultural traditions of the nation. This issue is both urgent and permanent and is also the most sensitive problem in socio-economic life. It is directly related to the long-term development of the country.
Today, as the historical context prescribes and because of the current events of human history, some of Karl Marx’s notions and concepts become no longer relevant to new historical conditions, but this does not reduce the value of the worldview and methodology, the suggestive value and direction as well as the revolutionary and scientific nature of Marxism. The scientific and creative application of ideas, principles and fundamental rules of Marxism in the new historical conditions is a necessary requirement for the cause of innovation in our country today. Thus, the reform of the country in the direction of socialism need to be conducted along with consistent follow Marxism-Leninism, Ho Chi Minh’s thoughts on the basis of rethinking, right perception and creative development of the fundamental principles of Marxist philosophy in particular and Marxism-Leninism in general through theoretical study and practical review of the times and the practice of innovation in Vietnam. This is not only the issue of urgent theoretical and practical significance, but also the right way for Marxism to take its eternal meaning and vitality with our time. To commemorate the 200th birthday of Marx, with the desire to create an open forum for scientists, policymakers and developers to share approaches to the problem of the relationship between social justice and democracy in Marx’s view. At the same time, we can discuss further the application of these ideas in practice of developing society in Vietnam and in the world today as well as studying the experience of dealing with this problem in other countries, and then we can propose ideas and solutions to promote social justice and democracy as goals and motivations for social development in Vietnam in the future.  Thus, the Institute of Philosophy in collaboration with the RLS, Southeast Asia office and the FES, Vietnamese office organized an international conference entitled “Marx 200: Karl Marx’s thought on the relation between Social Justice and Democracy and its current relevance”.
The Conference is a first part of a three-year project of Social Justice and the promotion of Grassroot Democracy for ethnic minorities in Vietnam today. The Conference will bring together renowned Vietnamese and international scholars and experts who specialize on the issues. The conference will invite a wide array of researchers, scientists and educators in Vietnam to stimulate the lively debate of the relevancy of Marx’s ideas on Social Justice and Democracy to the world nowadays. Thus, the discussion and re-evaluation of the theoretical legacy of K. Marx within the Conference will help to understand better and deeper the relation between Social Justice and Democracy as well as contribute to finding solutions for better implementation of Social Justice and promotion of Democracy for Vietnam.

II. OBJECTIVES AND CONTENT OF THE CONFERENCE

The conference will focus on the following issues:
  • Karl Marx’s view on the rela
  • of achievements, difficulties, challanges and their causes in the application and implementation of social justice and democracy in Vietnam over 30 years of renovation.
  • International experiences in solving issues of social justice and democracy as well as suggestions for Vietnam.
  • The epochal significance of Marx’s thought on the relationship between social justice and democracy

III. ORGANIZATION

Scholars who participate will send their research papers to the Organizing Committee for appraisal and translation.
After the conference, all the research papers will be edited to be printed on Philosophy Magazine (Vietnamese and English) as well as other scientific magazines that belong to the Vietnam Academy of Social Sciences (Economics Review, Vietnam Social Sciences Review, etc.)
