1.      Summary of the Project:
Institute of Philosophy (IoP) is implementing the Project entitled “Qualitative survey on the role of grass-root democracy in implementing social justice in the ethnic minority regions in Ninh Thuan and Vinh Long provinces”. This project  is the second part of three-years-programme on Social Justice and the promotion of Grass-root Democracy for ethnic minorities in Vietnam today.
This project will be implemented in 6 months by a group of 7 experts with experiences in the field of qualitative /sociological survey. The questionnaire in-depth interviews focused on the content of the role of grassroots democracy in the implementation of social justice in ethnic minority areas. The interviewed subjects are mainly commune officials, ethnic minorities, Kinh (Vietnamese) people in ethnic minority areas, provincial and district officials, social - professional organizations in ethnic minority areas in Ninh Thuan and Vinh Long provinces.
2.      Project Rational & Project suitability to RLS strategic component(s):
Vietnam's development is orientated towards the overall goal of  rich people, strong country, democratic, just and civilized society. It means that the economy must grow and everyone will benefit from that growth. But people cannot just benefit from that growth by being passive through receiving redistribution from the state or the business. Benefiting from that growth means active participation from the beginning, not only in the process of reaping but also sowing, justice in all stages and enjoying that justice. Social justice is always considered by the Communist Party and the State as a goal and a driving force for socio-economic development in particular and for social progress in general. Apart from the strong and positive impact in the field of economy, social justice also plays the role of regulating the relationship between people in the fields of politics, society and morals,... Social justice, in line with its advocacy tendencies, is always in opposition to social injustice and strives to better resolve the basic needs of human being, to better guarantee the conditions for existence and comprehensive development of man. Thus, social justice is the factor that motivates and promotes people to participate in voluntary contributions to the development of society. In essence, social justice is the relationship of the interests of people in society, manifest in many different areas of social life such as economy, politics, religion, society, morality, rule of law, etc..; in which economic benefits are the most basic. The effect of social justice is social stability, improving the quality of life of the people. In order to implement social policies in accordance with the goals, objects and effectiveness, there must be necessary conditions for social policies to come into life. In particular, democracy is regarded as one of the prerequisites conditions for implementing social justice. Socialist democracy is the goal of the Doi Moi (renovation), which is also the goal and the essence of socialism. Benefiting the people, exercising the power of the people, enabling the people to exercise their mastership rights by direct democracy and representative democracy is the goal of democracy, which is also the goal of developing country.
Since the implementation of the comprehensive reform of the country (1986), the Communist Party of Vietnam has always affirmed the importance and necessity of the practice of democracy, while applying many synchronous measures to implement democracy more and more fully in reality in order to strongly promote the activeness, creativeness and mobilization of all resources of the people. This will be involved in the cause of building and developing the country in the direction towards Socialism. The goal of implementing democracy is to serve social progress, reflected in equality and social justice. An inexorable society cannot exist inequality and social injustice, there can be no discrimination between members of society. This is a manifestation of anti-democratic phenomena which harms the mastership of the people and their legitimate interests. Therefore, when planning and implementing social policies, leaders and managers need to ensure that all members of society enjoy all their legitimate rights fairly and equitably commensurate with their dedication to society.
However, the development practice in Viet Nam shows that the goal of social justice and democracy has not been achieved as desired. The living of a part of the population, especially in upland, remote and inaccessible areas still faces many difficulties, the growth has not coupled with the reduction of income inequality and the gap between the rich and the poor among the population, between urban and rural, lowland and mountainous areas, especially ethnic minorities. Many rich people get up quickly, including some rich by legal business, others get rich quick by taking advantage of the unreasonable state policy. When social policy is not properly implemented, there will be inequalities or unfair social relations: people are treated unfairly about resources, opportunities and capabilities.
It can be said that the ethnic minorities in Vietnam are of special importance to the development of Vietnam in general and of this region in particular in terms of politics, economics, culture, society, security, national defense, ... especially in the current context. In the socio-economic development strategy of Vietnam in general and ethnic minorities in particular, as well as in the ethnic policy of the Party and State of Vietnam, the content of implementing grassroots democracy in ethnic minority areas is considered as a prime goal, an important driving force in the development of this region, to help ethnic minorities catch up and integrate with the development of the country. Firstly, implementation of grassroots democracy in ethnic minority areas is to realize steadily democratic rights in the realities of life, "to be the owner" and own the nature, society and the self of ethnic minorities, which is recognized and guaranteed by the Constitution and the laws of the State of Vietnam. Not only that, the implementation of grassroots democracy in ethnic minority areas is also a way, mode and a particularly important internal resource to exploit and promote the resources of the ethnic minority community for socio-economic development in the locality. The realization and promotion of the mastery of all people in all spheres of social life, from economics, politics to culture and society, will not only reflect the level of development of democracy in Ethnic minorities, but more importantly, it is also one of the driving forces for the sustainable socio-economic development of this areas which is of strategic importance.
Therefore, in the current process of reform and development in Vietnam, it is necessary to build up a positive and proper social policy system while encouraging the entire society to participate in implement them. The overarching goal of all social policies is to give people a good life not just for a minority or corporation, but for all people in society; that policy must develop the society in a sustainable manner in accordance with the specific historical and cultural traditions of the country. This issue is both urgent and permanent and is also the most sensitive issue in socio-economic life, which is directly related to the long-term development of the country.
The purpose and content of the actual investigation program on the role of grassroots democracy in the implementation of social justice in ethnic minority areas in Ninh Thuan and Vinh Long is in line with the overall objective RLS, SEA Representative Office in Vietnam 2018-2020, which strives to ensure social, ecological and political rights for all as well as overcoming unequal power structures by promoting participatory decision-making processes, and a fair distribution of wealth and resources. is closely aligned with the program component A - Social Justice. In addition, the Institute of Philosophy is an organization with many years of experience in researching state-level and ministerial-level programs on democracy, grassroots democracy, social justice, implementation of social justice and distributive justice in the context of the socialist-oriented market economy, etc, many works on these topics have been published and disseminated in many organizations. The success of the 02 conferences: the "Karl Marx’s thought on distributive justice and its current relevance" in May 2017 cooperated by IoP/VASS, RLS SEA and FES and the "Karl Marx’s thought on the relation between Social Justice and Democracy and its current relevance" organized by IoP/VASS and RLS SEA in October 2018, are the most obvious demonstration of the sustainable cooperation between the Institute of Philosophy and RLS-SEA, regional representative office in Vietnam.
3.      Objectives and activities of the project:
There are two main objectives:
(1). The actual data from this qualitative survey  program will become the basis for assessing the real situation of the role of grassroots democracy in the implementation of social justice in ethnic minority areas. It also serves as a basis for making recommendations in the development of policies related to grassroots democracy and the implementation of social justice in ethnic minority areas in Viet Nam.
(2). Scientific papers on the program will be published in Vietnam's specialized scientific journals, as well as sharing to the public by the end of 2019 at the beginning of 2020.
There are two main activities:
(1). Conduct a qualitative survey: In-depth interviews and feedback meetings in the ethnic minority regions in Ninh Thuan and Vinh Long provinces
(2). Process and analyze of qualitative survey data, write reports and publish scientific papers
